Experts usually know what they're talking about. Your neighbour might not be one, but plenty of qualified experts do say the same thing, and are probably correct.

I got curious and had to check it out for myself. It seems that a lot rides on the definition of hot.
Boiling is an absolute no-go.
Lukewarm is counterproductive since it cools and freezes on the windshield.
So it's about finding that sweet spot in between, but thermal pressure is definitely a thing.
Some suggested that a solution of two thirds alcohol and one third water in a spray bottle is easier.
