Edit: It's the size of a GPS tracker, but I couldn't find a round one. They're usually rectangular.
I think it’s an Apple air tag in a generic if larger than necessary collar holder. AirTags are round.
But it’s so oversized I wonder if it’s some sort of behavior modification thing like geofencing or meow inhibitor . I’d think most cats would simply just end up on the wrong side of such attempts. Cats are going to roam.
