There is a legal definition, and it's being met in many of the ways needed. We know this even without a free press on the ground or actual transparent investigations.

@Shivviness @davidho this is absolutely true. A glaring example is the intentional targeting and destruction of all health care services and providers. Hospitals, clinics, ambulances. Never have I heard of this done so liberally.
