It's a program where you use a special rain gauge to report precipitation levels to the National Weather Service here in the US

@benlk cool! yeah, so you buy a special rain gauge that is supported by CoCoRaHS and mount it somewhere away from objects that can negatively impact precipitation from falling in, and every morning at about 7 AM, you send it the measurements, you can also send in multiple days at once if you miss a day, and they have an Android app!
@k8vsy What if you occasionally have to travel away, and can't do the collection for 1-8 days? 92% uptime, approximately.
@benlk that totally works, basically you send in a report with the total rain fall for those 8-days the first morning you are able to make a measurement
@benlk also, if you do sign up, try to get the "Tropo" gauge, it is supposedly more accurate and I find it is better/easier to put back together after each measurement
