Romania is next to Moldova (and shares a language), which is next to Ukraine, and Russia has been trying for some time to destabilize Moldova, politically and via “breakaway” groups, just like they did with Ukraine.
This looks a lot like preparation for Russia’s continued war of expansion. If they’d succeeded in taking Ukraine, there’s no doubt that they’d now be finding some excuse to “rescue” Moldova, and Romania would be next.
