They wear uniforms, they've always been visible to the public. What's bothering them is magistrates and judges are less likely to take their word if someone produces a vid showing they're lying.

they don't like being filmed for the same reason when PACE came in they hated being taped and then videoed in interviews, they could now be identified and held accountable....
