If there's sufficient capacity in the civil power to contemplate doing that, there's sufficient capacity to do what ought to be done, which is to liquidate them. They can have 500 USD and two hours in a thrift store and they walk out with whatever is left over in cash and wearing at least some of whatever clothes they bought.

While we're at it, shut down the tax havens that allow claiming you have no assets.
