Although I suspect that most IT budgets are presented as "licensed" of even "bought" software regardless of how specific development it was. It seems people think development has to be imported.
At least it means all the data is accessible in PDF, HTML, or even CSV if it's tabular. No .doc or .xls files anywhere.
