For those unfamiliar with this obscure piece of Terminator lore, Skynet has kept some congresspeople in a cryostorage through the entire future war. Which allowed it to circumvent the directive it has about keeping the US government functional. As it had a technical possibility to unfreeze them at any time, even though it of course didn’t.
