Murcs Law suggests that #Republicans are toddlers who have no control over their own behavior, and #Democrats are the only adults in the room. So when the #GOP does bad stuff, everyone blames the #Dems for not controlling the GOP.

But the GOP are adults (even when they don't act like it), and Democrats have no real control over how Republicans behave. So it is irrational to blame the Dems for GOP behavior.
