@arstechnica it's true that Starlink doesn't work in Russia and isn't sold to Russia. But there are several avenues for Russia to acquire the terminals and use them in occupied regions. I understand how this has happened.

Starlink gave units to Ukraine. So the neutrality horse has bolted. The correct response from Starlink should have been that they will actively dedicate resources to identifying units used by Russians. And agree to work with allied authorities.

IOW, since "categorically false" and "to the best of our knwoeldge" cancel each other out, these reports are true.
