Brain implants were forbidden in the 70's when an Italian scientist and his research team made tremendous progress on theirs, which aimed to control schizophrenia, because it was seen as a far too dangerous mean to control the populations. Then we had extraordinarily good fictions to explore that possibility and its dangers (I'm thinking ghost in the shell - standalone complex). Then in China research teams began to open the Pandora box again, much to the terror of the European scientific community, because they couldn't imagine such a technology in China's current government being up to any good.
Musk is nowhere near the noble intent of our Italian scientist who first fiddled with this idea, but here's the thing : as insane and dangerous and unstable the guy proved to be, he's nothing compared to the Trumps and Putins and Netanyahus and Macrons and Jong-Ils of this world.
Please don't ever give these muderers such terrifying means of control. Don't ever ever.
