1. Inmates have restricted call lists.
2. It will still lead with THIS IS A KAHL FROM A PRISONAH AT MASSACHYOOSITS KURRECTCHUNUL FAHCILITY (beat, pause) KAKNHKAHD. Like if that's not a hint, I don't know what is.
3. "Con men and hackers" are operating freely on Twitter and Facebook without any need for weird fetishistic comment about possibly improving inmates lives.

@taniel having experienced this from the other side, I think it's great. The prisoners are not the ones footing the overpriced bill for these calls, the family members are.
My mother had to tell my incarcerated for a year brother to stop calling because she couldn't afford the collect calls on her SS paycheck.
