I saw the twitter thread on this earlier, apparently the only reason it's just 20% is because it was strictly going by public disclosure things, which 'must be done within 30 days', and with a paltry fine for them failing to meet that.

So the real numbers if it could just match them would be hugely larger.

It's really something else.
