The Romans knew the key to victory was "divisa et imperio (divide & conquer, or divide & rule)", & ruling elites have always known this. So: the Nazis told the German people "All your problems are caused by the Jews". For Jews, substitute Muslims, blacks, gays, anyone else who can be "Othered", put in an "Out" group, as opposed to the "In" group. The thing is to exploit what's called "parochial altruism". See:
