As with greedy unethical acts that may cause harm, to prevent it from happening, typically takes effective established regulation AND enforcement; eg, air/water quality, transportation. We can have effective regulation but without enforcement it’s meaningless. Greedy unethical actors act bad because they can. Until caught.
Apparently tinpot has with other case(s) to date long leash to spew what should’ve been violations.
