I don't know if I am hallucinating this, or what, but I distinctly remember Microsoft doing two releases of old movie sound samples on sets of 3.5" floppies in the early 90s? 🤔 I can't find any reference to it on the intarwebs. I'm confident it pre-dates CD-ROMs.
