Their jurisdiction ends at the border of their state. There is no reason for them to investigate or even know about what a resident does elsewhere.

This is like if California demanded to know what guns CA residents were using at firing ranges in Arizona because of California gun laws, or Indiana wanted to prosecute its residents for smoking weed in Illinois. Proper response to such garbage is this:

- Fitch needs information on any residents of her state who have traveled to those other states and, while there, legally engaged in Activity X.

-Fitch needs this information for (no other stated purpose but) *not* bringing any legal action against those residents.
