volunteer driving a black BMW around 2:40pm on Arguello: 🤌 means "What do you want?," pronounced in sarcastic Italian accent; roughly translates to "WTF?" This is an appropriate response from a biker you almost hit as you pulled into the bike lane w/o looking.

It does not translate into "speed around me, and then serve into the bike lane to do a break check." Nor does it translate to "speed away and do a wild left turn on to Cabrillo in front of on-coming traffic." Apparently you find volunteering to be a very stressful experience.
