What happens if you already have YouTube Premium but never the less go on YouTube with an adblocker because you’re trying to prevent companies tracking you? Also 3 strikes?

I don't know, but they are probably not going to ban paying customers.

I also don't understand how this is going to work in general, do you need an account to be banned or are they doing it based on IP?

If you need an account than it's easy to bypass, but if it's IP based than good luck watching YouTube if your ISP is using some form of global NAT.

They ban on a browser fingerprint probably, not on the IP, otherwise the whole University which is behind one IP would be blocked at once for example.

Maybe, but all that would do is force users away from Chrome to more fingerprint resistant browsers, I don't think they are going down that path.

As much as they want people to pay for YouTube, I don't see them trying anything that is going to hurt their share of the browser market.

They routinely ban paying customers (email, cloud hosting) and developers that bring in revenue for them through the Play Store.

On a technical standpoint, it wouldn’t be hard. If you bought it then they can whitelist your account from any warnings. Will they do that? Idk because trackers are yummy.
I can't answer your question but I can tell you that my ad-free Hulu still required me to whitelist them in my adblocker if I don't want to wait on a blank screen that says "Please turn off your adblocker" for 60-90 seconds per episode.
Yeah I was thinking about something similar happening on YouTube.
