What happens if you already have YouTube Premium but never the less go on YouTube with an adblocker because you’re trying to prevent companies tracking you? Also 3 strikes?

I don't know, but they are probably not going to ban paying customers.

I also don't understand how this is going to work in general, do you need an account to be banned or are they doing it based on IP?

If you need an account than it's easy to bypass, but if it's IP based than good luck watching YouTube if your ISP is using some form of global NAT.

They routinely ban paying customers (email, cloud hosting) and developers that bring in revenue for them through the Play Store.
