14th Amendment provides some cover, but I've been saying he should just do it anyway. His job is to lead and protect the United States. Letting the economy crash by not paying the bills would be domestic terrorism. The Congress has a job to do and if it does not do it, he must act.
If we were attacked by an external force and repubs refused to authorize use of force to defend, he would be obliged as CinC to just do it.
