@ernandy The average to maximum for individual cars feels way to close.

From what I remember is that the average occupancy of a car is ~1.5 passengers.

Now, assuming that the average car can transport up to 5 people (assuming that mini-vans who can transport >5 and small cars with <5 seats cancel each other out).

In this case, the maximum number of potential passenger should be 3.3x as high. (Closer to 5000 passengers in the chart below)
