@VolokhC interesting - what's a "territorial prison" in the us? The only thing I could find searching was historical landmark sites for prisons that were closed long ago - I thought that was the designation for prisons built before statehood (here in AZ at Yuma for instance) but they're either converted to state prisons or closed after statehood.

I’m guessing prisons in places like Puerto Rico, USVI, etc? Can’t classify them as state prisons.
(My first thought was reservations but then I saw that has its own slice.)
