I wouldn't go quite so far, and there have been some big changes with the switch from film to digital, but black-and-white is the most obvious way of creating the photographer's interpretation of a scene. Because the film could not record certain colours of light, you had to know how the world's colours would appear.

This image is a trivial example, the landscape is black-and-white.
