@SkepticalEye the word "illegal", even in quotes, should never be attached to asylum seekers. Their crossings are completely legal, especially Cubans, who are guaranteed asylum.

US laws regarding the "legality" of seeking asylum in the US are an INSANE mishmash of contradictions.
1) NOBODY, not a legal US Citizen, not a person seeking asylum, is legally allowed to enter the US other than at an official border crossing checkpoint.
2) If someone seeks US asylum at a border crossing, they get turned away.
3) Nobody can apply for US asylum while they are outside the US.
4) So, de facto, you have to enter the US illegally in order to apply for legal asylum.
