This reads an awful lot like the bad end of a manic phase.
As someone who deals with #MoodDisorder & mood cycling, a paranoid stage was not an uncommon cycle phase for me when I found myself in high-stress / low-agency settings. Which seems on point here.
How one can manage to spend $44B and *not* buy agency is left as an exercise for the reader.
