One of the primary resources utilized by officers that have attended Nolte and NABI’s courses is, in Nolte’s own words, “a data base [sic] containing suspects of all Gypsy descents,” that is hosted and maintained by NABI.

I am not one to apologize for the state.

I do feel like there is something worth mentioning here that implies the state has some merit.

I still want to say it.

most states and I would guess Colorado is one of them have laws about private investigators. it's very likely that in order to keep track of anybody's comings and goings you must be a licensed private investigator.

I don't know what can be done with this information.
