The volatility of mass-opinions has been amplified by modern media, making a one-shot election ridiculous. Just like measuring the temperature in Belgium on one random day is a poor estimator of Belgian average temperature.
So, increase the time-resolution! One idea: Why do we all vote on the same day? Just give a fraction of the people a ballot every month.
