Speculating a bit, but in the 1960s the CIA was worried that UFO *reports* (i.e. there didn't have to be actual sightings) could flood communications channels in times of crisis. Ripe for exploitation by the Soviets.

If I had to guess, the latest balloon incident (small, cylindrical, reflective) is a test to see just how much a *really cheap* balloon can tie up US defences. In times of crisis... what would a flood of them do?
