This is a bit of good news, hoping it has some teeth. Hoping they go after the big fleets, and not just poor village fishermen fishing from small pangas. In Mexico small fishing villages could support themselves and feed their families, then the foreign factory ships came depleting fish stocks. Village fishermen then started fishing for shark.
