- pit #neighbourAgainstNeighbour (increase #divideAndRule and #tribalism, see #maskDebate as one example),
- increase #bureaucracy (some might call these #protections) in the #publicHealth,
- reduce other protections (that get in the way of #corporations profits), while maintaining them for #islands/#sanctuaries
