What I read in the comment you linked is "While progressive rendering is a nice-to-have feature, it is not the critical reason for JPEG XL's success. (...) We should not make progressive rendering tests a blocker for JPEG XL's inclusion". It's not opposing it. JPEG XL has more benefits than progressive decoding, so it should finally be included in #interop26.
