Ideal solution would be composting dry toilets, for example Kailash Ecovillage in Portland.
Right now they could save flush water by collecting pee for gardens. Later scale up to the level of the Rich Earth Institute, peecycling in Vermont.
I wonder if Mexico City residents have adopted the California motto “If it’s yellow, let it mellow. If it’s brown, flush it down.” Seems like a cultural thing.
