It's hamster Ebichu from the comedy manga/anime series おるちゅばんエビちゅ (Oruchuban Ebichu, or Housekeeping Hamster Ebichu).
Ebichu takes care of cooking and cleaning while her owner is having fun with her useless boyfriend. She often makes lewd jokes and gets beaten up by her owner for this.
I fondly remember this as the first (or maybe one of the first) fansubs I ever watched. It's also where I learned the word まんこ 
Anyone remember #Ebichu? I used to have it burned to #CD-R but lent it to a friend who proceeded to lose it. 😭
