That ridiculous dangley thing bouncing back-and-forth is called dewlap (also called a "bell" in moose). Its function (if any) is not certain; but it could reflect sexual selection or heat exchange or both - or something else altogether. Interestingly it is often the young males that have the largest dewlap in moose.
Perhaps the best understood dewlaps are found in lizards, where they have been confirmed to function both in sexual selection and heat exchange.
