According to US intelligence sources:

- Balloon was originally aimed at U.S. military bases in Guam & Hawaii but was blown off course

- People’s Liberation Army had kept Mr. Xi Jinping in the dark until the balloon was over the US. When he realized that it affected planned talks with Blinken, he berated senior generals for failing to tell him that balloon had gone astray

Honestly imo the second quote, (read the article for more), that is a lot of behind covering going on. On both China and the US side. They also still refuse to release information about the 2 other shoot downs.
