Il Tempo: Inps, Vittimberga: "Innovazione Pa è etica per definizione"

Roma, 22 mag. (Adnkronos/Labitalia) - “Non conta solo cosa facciamo, ma perché lo facciamo e come lo facciamo”. Lo ha dichiarato il direttore generale dell'Inps, Valeria Vittimberga, intervenendo alla 17ª edizione del Festival del lavoro, la manifestazione dei consulenti del lavoro in corso alla Nuvola all'Eur a Roma.
“L'Inps e l'IA - ha spiegato - un modello su misura per il welfare: il welfare language model. Il valore aggiunto dell'innovazione tecnologica in Inps è che noi siamo una Pubblica amministrazione. Un'azienda privata ricerca il profitto, noi il valore pubblico. Ecco perché l'innovazione delle Pa è etica per definizione.
“L'AI generativa adottata in Inps è costruita specificamente sul modello italiano, sulla normativa e sul linguaggio amministrativo. E' un sistema sovrano, generato all'interno di una data strategy che sfrutta il potenziale massimo del dato italiano. E non sono dati qualunque: sono dati certificati, quindi non inquadrati in modelli generalisti che portano ad approssimazioni”, ha aggiunto.
“Abbiamo l'obbligo - ha aggiunto - di garantire la trasparenza di come gli algoritmi vengono creati”. Vittimberga ha sottolineato la delicatezza dei dati trattati dall'Istituto, “dati relativi alla fragilità”, e la necessità di un modello costruito su informazioni certificate e amministrativamente affidabili.
“L'AI abilita, non sostituisce”. “La nostra premier ci ha definito come la presenza amica dello Stato sul territorio e questo è il nostro faro. Vogliamo trasformare il valore dei servizi in un valore di fiducia”, ha spiegato Vittimberga, ribadendo che l'innovazione tecnologica dell'Istituto resta centrata sulla persona. “L'attenzione alla persona - ha ribadito - è particolarmente significativa in un momento in cui qualcuno oltreoceano dice che l'uomo è un accidente della storia: noi non crediamo che il fulcro della storia sia la macchina”.
“Il welfare language model vuole rendere chiare le informazioni e personalizzate, preservando il patrimonio informativo pubblico”. “Ogni circolare o messaggio che l'Istituto utilizza - ha ricordato - può essere usata solo se sistemizzata: allora diventa un patrimonio tanto per gli operatori interni quanto per gli esterni”.

Rome, May 22 (Adnkronos/Labitalia) - “It’s not just what we do, but why we do it and how we do it.” This was stated by the Director General of the INPS, Valeria Vittimberga, speaking at the 17th edition of the Festival del lavoro (Work Festival), the conference of labor consultants currently taking place at the Nuvola (Cloud) building at Eur in Rome.

“The INPS and the AI – she explained – is a custom-made model for welfare: the welfare language model. The added value of technological innovation at the INPS is that we are a Public Administration. A private company seeks profit, we seek public value. That’s why innovation in Public Administrations is ethical by definition.”

“The generative AI adopted by the INPS is specifically built on the Italian model, on the regulations, and on administrative language. It is a sovereign system, generated within a data strategy that maximizes the potential of Italian data. And these are not just any data: they are certified data, so they are not placed in general models that lead to approximations,” she added.

“We have the obligation – she added – to guarantee transparency in how algorithms are created.” Vittimberga emphasized the delicacy of the data processed by the Institute, “data related to vulnerability,” and the need for a model built on certified and administratively reliable information.

“AI enables, not replaces.” “Our Prime Minister has defined us as the friendly presence of the State on the territory, and this is our lighthouse. We want to transform the value of services into a value of trust,” explained Vittimberga, reiterating that the Institute’s technological innovation remains focused on the person. “Attention to the person – she reiterated – is particularly significant at a time when someone overseas says that man is an accident of history: we do not believe that the focus of history is the machine.”

Il Tempo: Bullismo, Vittimberga: "Impegno civile è uno degli antidoti, ricostruire il Noi"

Roma, 21 mag. (Adnkronos) - "L'impegno civile è uno degli antidoti più potenti contro il bullismo, perché responsabilizza, crea empatia e trasforma l'‘io' in ‘noi'”. Lo ha dichiarato il Direttore generale dell'Inps, Valeria Vittimberga, intervenendo oggi alla Maratona del bullismo a piazza Mastai, Roma. Nel suo intervento, Vittimberga ha richiamato il ruolo delle istituzioni nel creare “fiducia sociale”, sostenendo che la lotta al bullismo non possa essere affidata soltanto a scuola e famiglie ma debba coinvolgere “istituzioni, mondo del lavoro, sport, cultura e comunicazione”.
Il Direttore generale dell'Inps ha inoltre rivendicato la scelta dell'Istituto di dialogare con i giovani, anche attraverso “i loro linguaggi, dai fumetti al gaming, fino allo sport e ai social. La vera lotta al bullismo – ha concluso – è costruire una società nella quale nessuno senta il bisogno di affermarsi schiacciando qualcun altro”.
“Il contrasto al bullismo passa anche dal recupero dei giovani che restano ai margini della società”. Ha continuato.“La marginalizzazione spesso inizia molto presto: con l'abbandono scolastico, con la povertà educativa, con la solitudine digitale e con la mancanza di opportunità”, ha dichiarato Vittimberga, evidenziando che “un ragazzo che smette di credere nel proprio futuro è più vulnerabile”.
Per questo, ha spiegato, “il recupero dei giovani che non studiano, non lavorano e non si formano, i cosiddetti Neet, è una grande questione sociale ma anche civile. Ogni giovane reinserito nel lavoro, nella formazione e nella partecipazione sociale torna a sentirsi parte di una comunità”.
“Il bullismo non è mai soltanto un gesto individuale, ma il sintomo di una frattura più profonda della comunità”. Vittimberga ha sottolineato come il fenomeno prosperi “dove si indebolisce il senso di appartenenza collettiva, dove qualcuno si sente invisibile e si rompe il legame sociale”.
Secondo il Direttore generale dell'Inps, il welfare rappresenta “uno strumento di coesione sociale capace di impedire che le fragilità si trasformino in esclusione permanente. L'inclusione non è soltanto una misura economica – ha aggiunto – ma una misura relazionale e democratica”.

Bullying, Victimization: "Civic engagement is one of the antidotes, rebuilding the ‘We’."

Rome, May 21 (Adnkronos) - "Civic engagement is one of the most powerful antidotes against bullying, because it responsabilizes, creates empathy, and transforms ‘me’ into ‘we’.” This was stated by the Director General of the INPS, Valeria Vittimberga, speaking today at the Anti-Bullying Marathon in Piazza Mastai, Rome. In her speech, Vittimberga emphasized the role of institutions in creating “social trust,” arguing that the fight against bullying cannot be left solely to schools and families but must involve “institutions, the world of work, sport, culture, and communication.”

The Director General of the INPS also asserted the Institute’s choice to engage with young people, even through “their languages, from comics to gaming, to sport and social media.” The real fight against bullying – she concluded – is to build a society in which no one feels the need to assert themselves by crushing someone else.

“The contrast to bullying also passes through the recovery of young people who remain on the margins of society.” She continued. “Marginalization often begins very early: with school dropout, with educational poverty, with digital loneliness, and with a lack of opportunities,” declared Vittimberga, highlighting that “a boy who stops believing in his own future is more vulnerable.”

For this reason, she explained, “the recovery of young people who do not study, work, or train, the so-called Neet, is a major social as well as civic issue. Every young person re-inserted into work, training, and social participation returns to feeling part of a community.”

“Bullying is never just an individual act, but a symptom of a deeper fracture in the community.” Vittimberga emphasized how the phenomenon thrives “where the sense of collective belonging weakens, where someone feels invisible, and the social bond breaks.”

According to the Director General of the INPS, welfare represents “a tool for social cohesion capable of preventing vulnerabilities from turning into permanent exclusion. Inclusion is not just an economic measure – she added – but a relational and democratic measure.”
