Valve, now, explicitly states that purchasing a game grants a license instead of ownership.
This change is likely in response to a new California law requiring digital storefronts to clearly state that customers are only purchasing a license for digital media.
The law goes into effect next year and applies to games without offline installers. Valve's disclosure covers the Steam desktop app, but not the mobile app yet.

According to ProtonDB, the list of games reported as playable by at least one person (rather than officially verified by Valve itself) is just shy of 20,000 titles.
Not too long after hitting 12,000 games, the Steam Deck now officially has over 13,000 games rated either Verified or Playable. There must be a little something for every type of gamer now right? My backlog is terrifying.
