Durante la etapa de planificación de este título para el sistema Neo Geo de SNK, los diseñadores pretendían armar un elenco compuesto exclusivamente por figuras históricas y mitológicas de distintas épocas que viajaban en el tiempo gracias a la máquina del doctor Sugar Brown. En los archivos originales de la compañía japonesa figuraban bocetos y animaciones básicas para competidores inspirados en personajes reales como Napoleón Bonaparte, Al Capone, Billy the Kid y el célebre asesino serial de Londres, pero la dirección consideró que el plantel inicial de ocho personajes debía ser más equilibrado y directo para competir con el éxito masivo de Street Fighter II. De toda esa lista de conceptos desechados para la primera entrega de la saga, el samurái Hattori Hanzo fue el único que se mantuvo intacto en el producto final. No obstante, el equipo técnico no tiró a la basura el trabajo realizado y recicló las ideas del asesino británico de los archivos de almacenamiento para rediseñarlo por completo e introducirlo formalmente un par de años más tarde en el reparto de la secuela conocida como World Heroes 2 Jet.
