This is not the first time they issued a Government Order prohibiting strikes though. These are just some of the notifications in the gazette. This is a standard operating procedure for the government. Wait for the unions to organize, sense they are going to give strike notice, issue a GO and circular prohibiting strikes. Government of Telangana notified Motor Transport Industry in the state a "Public Utility Service" under Industrial Disputes Act 2019. In a government order issued later, the government prohibited strikes in TSRTC for a period of six months using ESM Act.
