Picked up Radio Mali at 0645Z 2025-02-01 on 5995 MHz via WebSDR U Twente and KiwiSDR "misdr", in both cases I had to tweak the bandpass to avoid noise from R Havana. The broadcast is said to be in French and Arabic, I was listening for the music which was noisy but very nice.

(I need to learn the SIO or SINPO scale)

SINPO 43343? give or take.
