Is this primarily a New York City issue?

Here in Queens we're set to implement a #BusRedesign but some moves were blocked by an arbitrator because they would have moved routes from one depot to another.

The source of the problem is that the buses in Queens used to be run by several different companies, so some of the drivers were organized under Local 100 of the Transit Workers Union and some under the Amalgamated Transit Union.
