The videos were intended to tell people what to do in the event of a nuclear war, and would only have been shown on TV if an attack was imminent. They were made in secret and never officially released.
However, they were leaked to the media in 1980 and became part of pop culture as they were simultaneously absurd and horrifying.

Those of us in the UK who watched TV in the late 70s will most likely remember the government's public information series 'Protect and Survive'.
They were criticised at the time as giving the impression that a nuclear attack was survivable and therefore made such an attack more likely.
