Houston City Council members flex Prop A power on range of issues, including apartment inspections

A voter-approved amendment to the city charter, passed by 83% of Houston voters in 2023, allows council members to place items on the agenda for consideration.

After clashing over details, Houston City Council passed a rule in a 13-2 vote allowing members to move items more quickly past a committee set up by the mayor. The rules passed more than half a year after voters approved Prop A, which aimed to strengthen City Council.

Some council members are still concerned the committee takes away from the power voters gave them. An unofficial draft of rules was available for the public to see during the first committee meeting.
