Symptoms of this are stakeholdes going "how do we interact with this software process" or developers saying "Agile? that has nothing to do with us, that is something "the business' does.
I learnt involving stakeholders from intuition and by accident, added a bit of workshop from #DSDM. Technical excellence form #ExtremeProgramming and some of the team process that overlapped with #Scrum. This velocity stuff generated more heat than light, so replaced as @ruudwijnands said with some #Poppendieck
