▶️ Estonia - Open source as the Foundation of State Infrastructure:
It is regarded internationally as a pioneer in #digital administration. The state consistently pursues the #OpenByDesign approach, in which open technologies are an integral part of the infrastructure from the outset. A key example is the X-Road platform, which enables secure data exchange between public authorities. It is fully open source and is now also being adopted by other countries 🇪🇪

This week saw the release of version 1.1.0 of the Open Data Editor (ODE), the new Open Knowledge Foundation's app that makes it easier for people with little to no technical skills to work with data. The app is now ready to enter a crucial phase of user testing.

Das #OpenData Dilemma - Use Cases vs. Datenfreigabe - Ein Widerspruch nur, wenn man Open Data nur freigeben möchte, wenn man schon den konkreten Anwendungsfall benannt bekommt. Wenn man stattdessen den #OpenByDefault bzw. #OpenByDesign Ansatz folgt, weil man akzeptiert, dass man sich die Anwendungsfälle eh nicht alle antizipieren, da diese zum Teil auch durch Kombination anderer Datensätze aus ganz anderen Quellen entstehen. Anwendungsfälle und das praktische Ausprobieren / Anwenden der offenen Datensätze sind trotzdem notwendig, um Fehler, eventuell geringe Auflösung / Aktualität), fehlende Attribute, fehlende Datensätze (für sinnvolle Verschneidungen), Unklarheiten (wegen fehlenden / ungenügenden Metadaten) identifiziert zu können. Man sollte selbst aber immer in der Lage sein, Analogieschlüsse zu ziehen, so dass aus der Auswahl noch viele anderw Anwendungsfälle ableitbar sind. #sccon23
