Well, are they really fox and horse? No.
Kazim, also affectionately called "the reverse zebra", is a guardian, a primordial being. He used to be able to shift forms, but due to an encounter with a particular wraith, he sort of died. Obviously, he is still alive and kicking (literally), but his connection to the world is severely limited.
Nevan on the other hand is a wraith. He's just wearing a fox carcass to not burn up in the physics of the prime world. He was one of the first to step through the Rift into this world and he has regrets.
Kazim and Nevan don't like each other. There's history there. However, sometimes they put their differences aside and dish out some good ole' death :D
