Rachel Bruce is Head of Open Research at UK Research and Innovation (UKRI) the UK’s largest public funder of research, spanning all disciplines as well as innovation with industry. Rachel leads the policies and strategies for open research across UKRI, and works with stakeholders across the UK and internationally, including Government, universities, and research organisations to support the transition to open, transparent, and impactful research.
Rachel has worked in digital infrastructure and scholarly communications for over 25 years, and is currently the UK representative on the European Open Science Cloud (EOSC) Steering Board, a member of the DORA Steering Committee, the G7 Open Science working group and engaged as the UKRI representative of cOAlition S and OA Switchboard. She is an Information Scientist and research and education policy professional, her experience covers multiple aspects of change, including how policy, practice and digital information and infrastructure work together.

Despite the acceleration of change in publishing at every level, journals still remain at the core of dissemination of research. They are intertwined with research assessment, rewards and incentives and can influence policy and practice at international and especially national levels. There's an opportunity now to reflect on what journals need to do to thrive in an open and rapidly changing world and to consider what their future role will be as disruption in publishing continues.
