Question, why do consumers get punished for corporation use of non reusable bags?

I never got this tax, punish the consumer by making them pay a tax the large supermarket conglomerate should pay themselves for supplying non or barely recyclable bags.

Also paper bags, good or bad I honestly don't know. I suppose good since paper is slightly more sustainable then oil based plastics?
